T-5 Distributors is certified by: the State of Texas as a HUB (Historically Underutilized Business), and the North Texas Regional Certification Agency (NCTRCA) as a WBE (Woman Owned Business Enterprise).  Partnering with T-5 Distributors on minority set-aside contracts improves your probability for a successful bid. All materials purchased from us increase your minority participation percentage and will help meet your set aside requirements.

The State of Texas HUB program goals are defined in 34 Texas Administrative Code (TAC) 20.13: 21% HUB participation for all building construction, including general contractors and operative builders contracts.  According to Texas Gov’t. Code 2161.252 and Texas Administrative Code 20.4, all contracts with an expected value of $100,000 or more require a HUB Subcontracting Plan.

Many local government agencies and businesses require NCTRCA certification for minority inclusion in their contracts. Some of the local agencies and businesses which rely on NCTRCA certification are:

Austin Industries Dallas ISD
Baylor Health Care Systems  DFW International Airport
City of Dallas Fort Worth Transportation Authority
City of Fort Worth  North Texas Tollway Authority
Dart Area Rapid Transit  Tarrant County Colleges
Dallas County Community Colleges

While each agency and business sets its own minority participation goals, each relies on NCTRCA certification to establish a qualified minority subcontractor. A subcontractor is defined as a person who contracts with a prime contractor to work, to supply commodities or to contribute toward completing work for a governmental agency or business.

For example, the City of Dallas requires a Bid Inclusion and Development Plan for all contracts exceeding $50,000. The M/WBE participation goal for Construction projects is 25% of the contract value. Only NCTRCA certified subcontractors can be counted toward achieving the participation goals.

While the goals vary, the message is consistent – government agencies and business want minority inclusion in their awards. Purchasing your building materials from T-5 Distributors makes every material dollar count toward your participation plan!
